Bug 41701: Fix definition of OAI-PMH:DeletedRecord preference in sysprefs.sql 
This patch updates the definition of the OAI-PMH:DeletedRecord
preference in sysprefs.sql, correcting the switched options and
explanation columns.

To test, apply the patch and run updatedatabase. Check that the database
has been updated correctly:

SELECT `options`, `explanation` FROM `systempreferences` WHERE
`variable` = 'OAI-PMH:DeletedRecord';
