30 seconds between restart attempts is a very long time especially for
AIP. With StartLimitIntervalSec at 60, and RestartSec at 5 we get 6
retries and what is hopefully a less visible downtime window for
the tcp services. For es-indexer it's not so big a deal but could be
an issue for cataloguers.
