This enhancement adds a 'payout' method to Koha::Account::Line which can
be used to 'pay out' a credit to a patron.
When such a credit is 'paid out' this method will create a corresponding
account debit line with an amount equal to the amountoutstanding on the
original credit and the two acocuntlines will be immediately applied against
each other.
Test Plan:
1) Run the included tests and verify they pass.
2) Signoff

I was working on bug 20580 and noticed that the exceptions are not
stringified and so not really useful when displayed in string context.
This patch is for discussion and not ready for inclusion
Still need to fix:
Koha/REST/V1/Patrons.pm (The error is "Given xxx does not exist")
Koha/Object.pm: in ->store, Koha::Exceptions::Object::FKConstraint is
raised but we cannot set 'value'
Another note: In Koha::Exceptions::Exception I do not have access to
$self->line_number and $self->filename

This patch adds support for add, edit and delete patrons via REST API.
GET /api/v1/patrons Get patron list from params
GET /api/v1/patrons/<borrowernumber> Get single patron
POST /api/v1/patrons Create a new patron
PUT /api/v1/patrons/<borrowernumber> Update data about patron
DEL /api/v1/patrons/<borrowernumber> Delete a patron
Revised Test plan:
1) Apply this patch
2) Run tests perl t/db_dependent/api/v1/patrons.t
3) Add a user with proper rights to use the REST API
4) play with your favourite REST client (curl/httpie, etc.):
Authenticate with the user created above and get a CGISESSION id.
Use the CGISESSION to add, edit and delete patrons via the API.
5) Use PUT /patrons/<borrowernumber> for a patron without borrowers
flag. This should go into pending patron modification status and
needs to be accepted by a librarian.
Please note there is no validation of body input in PUT/POST other
than branchcode,category,userid,cardnumber.

The bad template check in get_template_and_user can be removed, since
this check has been added in gettemplate on bug 18010.
The check moves here to a new sub in C4::Templates. And will be extended
in a follow-up.
Removed unused variable $path in gettemplatefile.
Test plan:
[1] Run t/db_dependent/Auth.t (get_template_and_user bad calls).
[2] Run t/db_dependent/Templates.t (bad call to gettemplate).

This patch introduces a new class for extending Koha::Object using
multiple inheritance. It cannot be used standalone, it needs to be
used in Koha::Object implementations like this:
use base qw( Koha::Object Koha::Object::Limit::Library );
Its goal is to provide a single way and place to deal with this common
pattern in Koha's codebase.
As it happened with Koha::Object, that needed to be tested in a real object
class, this work was done on top of Koha::Patron::Attribute::Type implementation
and it is fully covered by the tests that are introduced for it.

This patch introduces new classes for handling refund lost item fee
rules. It introduces a new table for storing this rules.
It is designed so it is possible to define a global rule, and then
branch-specific ones. The specific is prefered if available.
This behaviour is fully tested by unit tests introduced by the following patches.
This cannot be tested on its own.

See comment 171 and 172 for more details.
This patch mainly fixes typo or silly error in templates.
It also uses the relationships added by previous patch to join the
biblioitems and items tables (changes in opac-shelves.pl and
shelves.pl).

I don't think this is useful, it will be a mess if we have to check this
case everywhere. But it works!
I let the cut to the QAer or RM.
