It would be useful to be able to report renewals used/remaining in some notices and slips.
Test Plan:
1) Apply this patch
2) Add the following to the RENEWAL notices:
--
[% USE CirculationRules %]
[% SET renewals = CirculationRules.Renewals( borrower.id, item.id ) %]
You have used [% renewals.count %] of [% renewals.allowed %], you have [% renewals.remaining %] renewals left.
--
3) Trigger a renewal notice
4) Verify the text is correct!

Template plugin CirculationRules.Search returns "" if a rule doesn't
exist or if the rule exists but is set to ""
To get more info, we add a 'want_rule' parameter and use that to test
if defined but blank
To test:
1 - In circulation rules set the 'Default checkout, hold and return
policy' without setting values
2 - Unset it
3 - Notice there is no visual difference
4 - Apply patch
5 - Reload the page
6 - note there is no 'Unset button' and first column says 'Not set'
7 - Save the rule with no values
8 - Now 'Defaults' is displayed and the unset button exists

There are several things going wrong on the circulation rules screen. The global rule is displayed for specific libraries (even if the rule does not exist for the library), and max_holds is always blank.
I have trouble finding the root of the issue, but I will propose a patch to fix both problem.
Certainly a mismatch between bug 18887 and bug 18925.
Test plan:
0. Do not apply the patch
1. Notice the issue on the circulation rules screen
2. Apply the patch
3. Confirm that the value you set are correctly displayed (and not the propagated ones!)

We want ->Search to return undef if the rule does not exist.
