Add two requirements when registering a new patron:
- A child patron must have a guarantor. This is controlled by
a new syspref ChildNeedsGuarantor.
- A guarantor cannot be a guarantee.
Test plan:
1. Add a child patron without guarantor or child patron with guarantee
as guarantor succesfully.
2. Apply this patch.
3. Add a child patron as a guarantor.
=> Error is raised.
4. Turn syspref "ChildNeedsGuarantor" ON.
5. Add a child patron without a guarantor and error "Child needs a
guarantor" is raised.
6. Add guarantor. Guarantor can either be existing patron or added with
"Contact" section.
=> Save without errors.

Adds and throws more detailed exceptions.
This is useful for APIs and generating translatable errors in GUI.
In short, replaces Koha::Exceptions::BadParameter with:
Koha::Exceptions::Patron::NotFound
Koha::Exceptions::Patron::Category
Koha::Exceptions::Patron::Category::NotFound
Koha::Exceptions::Patron::Message::Preference
Koha::Exceptions::Patron::Message::Preference::AttributeNotFound

Working on bug 27857 showed we needed one more exception, for when the
passed attribute type is invalid.
This patch adds the Koha::Exceptions::Patron::Attribute::InvalidType
exception. It adds a format for stringifying it, and tests are added.
The previous exceptions tests lacked one case, so I add them on this
patch as well.

This patch add the ability to modify the attribute "repeatable" and
"unique_id" for a patron's attribute type.
Prior to this patch it was not possible, to keep data integrity.
When editing an attr type, the controller will check is the value can be
modified, depending on the existing patron's attributes.
Test plan:
0/ Setup
Create 1 patron attribute PA1 that can be repeatable
Create 1 patron attribute PA2 that does not have the unique restriction
Create 1 patron attribute PA3 that cannot be repeatable and does not
have the unique restriction
1/
Edit them and confirm that you can modify the repeatable and unique
restrictions
2/ Restore values from 0.
Create a patron P1 with several PA1, PA2=42 and whatever in PA3
3/ Edit PA1 => you cannot remove the repeatable flag but can still
remove the unique
4/ Create a patron P2 with PA2=42
5/ Edit PA2 => you cannot add the unique flag
Play a bit more with the different combinaisons and confirm that it
works as advertised.

This patch adds checks on the values for the 'relationship'. This is
done to avoid future problems when migrating relationships from the
plain text syspref into (why not) a proper table. And to preserve
consistency.
There's also catching on possible broken constraints and throwing a new
exception
Tests are added for both the new exceptions and the changes to
Koha::Patron::Relationship.

This patch introduces a Koha::Patron::Attribute->store method that does
the required check for the corresponding Koha::Patron::Attribute::Type
and raises an exception if trying to store more than one unique
attribute code/value combination, and another exception for
non-repeatable attribute types being stored while already existing on
the DB.
This patch introduces exception definitions for that purpose.

This patch makes Koha::Patron::Modification aware of the new extended_attributes
column, which is expected to contain valid JSON data.
The ->store method is modified so it validates the field value (i.e. the content
is decoded using the JSON library) and raises a convenient exception in case of
failure.
This behaviour change is covered by the provided unit tests.

This patch changes the exception name to match the package name. And
also adds a test for the thrown exception message.
Also creates a general Koha::Exception::Patron::Modification exception
to make the new one inherit from it, following the common use in the codebase.
