Test plan (shamelessly ripped from Bug20953):
1) Set system preference 'useDischarge' to 'Allow'
2) Choose a patron without checkouts nor fines nor restrictions
3) Log at OPAC and go to patron page /cgi-bin/koha/opac-user.pl
4) Click on 'ask for a discharge' tab
=> You see /cgi-bin/koha/opac-discharge.pl
with text 'What is a discharge? ...'
5) Click on 'Ask for a discharge' link
=> You see /cgi-bin/koha/opac-discharge.pl?op=request
with text 'Your discharge request has been sent ...'
6) In a new browser tab/page, go to intranet on /cgi-bin/koha/members/discharges.pl
=> You see one discharge requets for the patron
=> Click on 'allow' on patron discharge request
7) Come back to OPAC and refresh /cgi-bin/koha/opac-discharge.pl
=> You see link 'Get your discharge'
8) Click on the link to get your generated PDF
=> An error message should appear informing you to contact your website's admin
9) Apply this patch
10) Click again on the link to get your generated PDF
=> This time, a download prompt should appear

Koha::Patron::Discharge was missing use Koha::Patron::Debarments used in discharge() method.
Test plan :
1) Enable pref useDischarge
2) Go to OPAC user page
3) Go to 'ask for a discharge' tab
4) Click on 'Ask for a discharge'
5) Go to staff interface : /cgi-bin/koha/members/discharges.pl
6) Click on Allow
=> Without patch you get software error
=> With patch the discharge is validated

prefetch.

On first login, Koha explodes before the logged in user does not exist
in DB.
This patch deals with that by adding several checks when it's needed.
Test plan:
Use the DB user to create a superlibrarian user.
The DB user should no be allowed to do anything else.

This patch deals with patron's discharges.
Test plan:
Same as previously you will need to request dischages at the OPAC.
On the staff interface the logged in user should not be allowed to see
discharge
from patrons outside his library group.
The number of discharges waiting displayed on the mainpage should be
correct as well.

This patch adds a new Koha::Hold->cancel method and replaces the calls
to C4::Reserves::CancelReserve with it.

This patch replace the different calls to GetReservesFromBorrowernumber
with a calls to Koha::Patron->get_holds.
In some places we need to get a restricted set of holds, that's why we
process a search on this holds returned by ->get_holds (on the found
status for instance).
The changes are quite trivial and reading the diff should be enough to
catch bugs.
Test plan:
I would suggest to test this patch with patches from bug 17736 and bug 17737,
to place different kind of holds (biblio and item level, future and
past).
Then do a whole workflow to detect bug, view a record, delete record,
order, place a hold on an item which has been ordered, etc.
The hold's informations should always be the same without or without
these patches.
Tested both patches together, works as expected.

This patch set the lang parameter when C4::Letters::GetPreparedLetter is
called to generate the notice.
Note that we do not need to pass it if want_librarian is set.

In order to move IsMemberBlocked to Koha::Patron it makes sense to move
the code from Koha::Patron::Debarments::IsDebarred to
Koha::Patron->is_debarred.
Test plan:
1/ Add a restriction to a patron
2/ make sure he is not able to checkout items any more
3/ Make sure he cannot get a discharge
4/ Put a hold and make sure you get "Patron has restrictions"

The 'borrower' should not be used anymore, especially for new code.
This patch move files and rename variables newly pushed (i.e. in the Koha
namespace).
Test plan:
1/
git grep Koha::Borrower
should not return code in use.
2/
Prove the different modified test files
3/ Do some clicks in the member^Wpatron module to be sure there is not
an obvious error.
