This patch implements the dateonly option for the rfc3339. This is
described in the OpenAPI 2.0 specification [1]. The required output
format is described on RFC 3339 [2], as 'full-date'.

This patch makes the following changes:
[1] In Koha/DateUtils.pm, sub output_pref:
Add a test if $dt is really a DateTime before calling method ymd.
Preventing a crash like:
Can't locate object method "ymd" via package "dateonly".

From Koha::DateUtils::output_pref:
$dt = eval { dt_from_string( $str ) } if $str;
carp "Invalid date '$str' passed to output_pref\n" if $@;
This second line is wrong: if $str does not exist, the first line is not evaluated and $@ could be filled with previous error.
To reproduce:
Then:
prove t/DateUtils.t
will display:
t/DateUtils.t .. 20/60 Use of uninitialized value $str in concatenation (.) or string at Koha/DateUtils.pm line 217.
Invalid date '' passed to output_pref
at t/DateUtils.t line 233.
t/DateUtils.t .. ok

Note: This feature depends on Bug 14870 'Delete C4/Dates from system'
System preferences:
To test:
- apply the patch
- run updatedatabase.pl
- go to Admin > Sysprefs > I18N, change dateformat to dd.mm.yyyy, save
- verify that the value was saved
Date handling:
- go through the staff client and verify that dates behave as expected.
- go through Opac and verify that dates behave as expected.
The Bugs where Bug 14870 depends on contain test plans that can be
used for the overall testing.
Note: Make sure that you reset the dateformat to the former value after
testing.

To simplify the management of dates, it would be great that output_pref takes a string in parameter.
my $date = $input->param('my_date');
$date = eval { dt_from_string( $date ) } if $date;
$date = output_pref({dt => $date}) if $date;
Could be replace with:
my $date = output_pref({ str => $input->param('my_date') });
Tested with t/DateUtils.t, passed OK.

On displaying a sql date, if the dateformat is not set to sql, the
output should contain the date.
In the previous version, the fallback regex (used for sql format) did not
included the time part (hh:mm:ss).
Checked out an item with due date an ddue time. Time displays as expected.

There are a lot of places where the date comes from the DB but the
dateformat parameter is not set to 'sql'.
dt_from_string needs to fallback with this format if the pref format
does not match.

For a couple of reasons, dt_from_string should not use
DateTime::Format::DateParse:
1/ It does not manage date < 1900, certainly caused by l.47 of this
module:
$p{ year } = $year ? $year + 1900 : DateTime->now->year;
2/ It considers 31/01/2015 as a valid us date, which is not.
Test plan:
1/ Verify that
prove t/DateUtils.t
returns green
2/ Play with dates in Koha (yes I know, it's vague...)
3/ Try to find a regression with dates
4/ Create a date with year <= 1900 and confirm it works
QA comment:
Why the sql format switch was:
- $date_string =~
-s/(\d{4})(\d{2})(\d{2})\s+(\d{2})(\d{2})(\d{2})/$1-$2-$3T$4:$5:$6/;
From where a date like "yyyymmdd hhmmss" can come?

Test plan:
1. Create a new serial record or pick an existing one;
2. Add a "New subscription" and set the "First issue publication date"
and "Frequency" values so that the "Planned date" for a given issue
hits a day where a transition to Daylight Saving Time (DST) occurs
ex:. 1979-04-01 in Europe/Lisbon (http://www.timeanddate.com/time/change/portugal/lisbon?year=1979)
... use this website page as a source http://www.timeanddate.com/time/dst/2014.html
to find a suitable transition to DST in your timezone in the current year.
3. From the "Subscription detail" page in Koha for the given record click
the "Serial collection" link on the left side context menu.
Expected result:
Prior to applying the patch the error described in this bug report should occur.
After the patch is applied the "Serial collection" page should load correctly.

Without any parameter, dt_from_string should not raise a warning
message.
Test plan:
Verify that the test file t/DateUtils.t displays a warning:
Use of uninitialized value $date_string in pattern match (m//) at
Koha/DateUtils.pm line 58
if the change in dt_from_string is not applied (manually edit the file).

TEST PLAN:
- Method 1--with UT
- Use the UT associated to this bug, without applying this patch, and then
after applying this patch
- Method 2--using Koha
- Without this patch
- Find a borrower with several checkouts that are not overdue.
- Debarred the borrower
- Go on circ/circulation-home.pl page
- Select Check in tab, and do a check in
- It required more than 20s to display the return.pl page
- Apply the patch, and repeat previous steps
=> return.pl is immediately displayed.
Followed method 2. Time problem no longer exists.

There are 2 useless routines in the Koha::DateUtils
module:output_pref_due and format_sqlduedatetime. We can call
output_pref and format_datetime with dateonly = 0.
format_sqlduedatetime is only used in one place: opac-reserve.pl
Test plan:

displayed for for onloan items (you should use the "specific copy"
feature).
2/ Launch prove t/DateUtils.t UT file and verify all UT pass.

Koha::DateUtils::output_pref took 4 parameters and the last one is a
boolean, so some calls were:
output_pref($dt, undef, undef, 1)
This patch changes its prototype to
output_pref({
dt => $dt,
dateformat => $dateformat,
timeformat => $timeformat,
dateonly => $boolean
});
An alternative is to call the output_pref routine with a datetime
object, without using an hashref:
output_pref($dt);

This patch modifies Koha::DateUtils::output_pref to support the new system preference TimeFormat, which defines the visual format for a time as either the 24 hour format ( default ), or the 12 hour format (HH:MM AM/PM).
The patch also modifies C4::Members::IssueSlip to use output_pref rather than format_date.
Test Plan:
1) Apply patch
2) Run updatedatabase.pl
3) Issue an item to a patron, verify the times are in 24 hour format.
4) Switch TimeFormat to the 12 hour format.
5) Revisit the patron record you issued an item to, times should now be in a 12 hour format.
6) Print a slip for this patron, you should now see the time as well as the date.

Sometime the circ history will contain "0000-00-00" as a returndate when
an item was lost rather than returned. This currently causes an error
when attempting to parse the dates, this patch causes an empty string to
be returned instead.
Note: a future enhancement should distinguish between "no date provided"
and "invalid date provided" to allow distinctions to be made.

If undef is passed to the date format conversion function, it dies. This
can happen when you have old data in the database. Better to handle it
in some fashion rather than die, so now it just returns undef too.

As noted in comment #4 by Jonathan Druart, this should be fixed in every call
to DateTie::truncate function. This patch does exactly that.
julian_m tested that truncate( to => 'days' ) didn't actually do anything, so
it is understandable that this 'fix' might introduce new bugs as we might have
'fixed' at a higher libs level this issue.
'minutes' is used in truncate function too, so fixing.

If the book is due at 23:59 the due time is irrelevant
and potentially confusing to the user add a DateUtils
routine that strips that off the returned display date
Add testscript for DateUtils
Add a parameter to override system pref to output_pref not for
use in calling software (its superfluous) but to enable testing
of call with different settings
