This change explicitly turns off RELATIVE in Koha/TemplateUtils.pm
Test plan (Koha/TemplateUtils.pm):
0. Apply the patch and koha-plack --restart kohadev
1. Go to http://localhost:8081/cgi-bin/koha/tools/letter.pl
2. Click "New notice" and choose "reports"
3. Add the following to the report:
[% IF ( x == 1 ) %]
One
[% ELSE %]
Two
[% END %]
4. Go to http://localhost:8081/cgi-bin/koha/reports/guided_reports.pl?phase=Use%20saved
5. Create a report like the following:
SELECT biblionumber FROM biblio;
6. Click "Run with template" and choose the Reports template you made
7. Note that the output shows "Two"
8. Edit your Reports notice and include the following:
[% INSERT ../etc/passwd %]
9. Re-run the report using "Run with template"
10. Note that the output shows the regular SQL results (ie template transform not successful)

So it is done before the other use statements.
Also uniformize the pattern, must now be:
```
use Modern::Perl;
use base 'Exporter';
BEGIN {
our @EXPORT_OK = qw(subroutine list);
}
```

This change turns off ABSOLUTE and EVAL_PERL for user-entered templates,
as these options can allow for arbitrary code execution and information
disclosure.
Test plan:
0. Apply the patch
1. koha-plack --restart kohadev
2. Create a Notice for Reports with a report like:
[% IF ( x == 1 ) %]
One
[% ELSE %]
Two
[% END %]
3. Run a report using this template
4. The report should show "Two"
5. Turn on CHECKOUT emails for a test patron
6. Perform a checkout
7. Look at the CHECKOUT email and note that the email body
is correctly generated

Would be good to have this fixed as the default.

The test plan should include PERL blocks or absolute paths! Tested those
instead. Testing x==1 seems irrelevant.
I tried:[% PERL %]print 1;[% END %] and [% INCLUDE /app/Dockerfile_1 %]

Koha has evolved to use Template Toolkit for many uses outside of generating slips and notices for patrons. Historically, each of these areas processed template toolkit in a slightly different way. We should add a module to allow Template Toolkit syntax to be processed in a standard and generic way such that all non-notice TT syntax is handled and processed the consistently.
Test Plan:
1) Apply this patch
2) prove t/db_dependent/Koha/Items.t
