The ILL requests page loads css/ill-requests.css from the staff template. The stylesheet is generated by build-resources.PL and ignored by git, but Makefile.PL does not list it in the generated asset map.
As a result package installs do not copy the generated stylesheet into blib, so Asset.css cannot find it and no link tag is emitted.
Add ill-requests.css to the generated staff CSS file map so it is installed with the other generated staff stylesheets.
Test plan:
1. perl -c Makefile.PL
2. prove -v t/Makefile.t
3. Confirm that /cgi-bin/koha/ill/ill-requests.pl includes a link tag for css/ill-requests.css on a package/source-style install.

This change ensures that "vue/dist" files are not mapped into
the pm_to_blib target of the Makefile, so that they are only handled
by the explicit compile steps in the top targets of the Makefile.
Test plan:
0. Apply the patch
1. perl build-resources.PL
2. ls ./koha-tmpl/intranet-tmpl/prog/js/vue/dist
3. Note that files are present
4. perl Makefile.PL
5. Take all the defaults
6. vi Makefile
7. Search for vue\/dist
8. Note that the only hit is for "cp -r koha-tmpl/intranet-tmpl/prog/js/vue/dist

This change removes the install target's dependency on "all". There
is no clear reason why "install" would need to depend on all other
build targets.
After you remove this dependency, running "make" and "make install"
work the way you'd expect them to work. "make" does the build and
"make install" does the install.
Test plan:

This patch fixes the makefile target dependency order, so that it runs
in this order:
1. Build CSS and JS assets
2. Run pm_to_blib, which is the step that copies over most of Koha's files
into blib
3. Move 'vue/dist' files via "move_compiled_js" makefile target/step
To test:
1a. Run 'git archive --format=tar HEAD > "koha.orig.tar"'
1b. sudo mkdir /opt/koha /opt/build_koha
1c. sudo chown kohadev-koha /opt/koha /opt/build_koha
1d. mv koha.orig.tar /opt/build_koha/.
1e. cd /opt/build_koha
1f. tar xvf koha.orig.tar
2. Run "perl Makefile.PL"
Choose "single"
Choose "/opt/koha" for target directory
Choose the defaults for the rest
3. Run "make"
4. Note the first step is the CSS/JS build
5. Note the second step is the copying of files to "blib"
6. Run "find -name 'esm.js.map'" and note it appears in the regular
build location as well as in "blib"
7. Run "find -name 'swagger_bundle.json'" and note it appears in
the regular build location as well as in "blib"
8. Run "make install"
9. Run the above "find" commands using "/opt/koha" and note that
the files appear in the installed directory

This change modifies Makefile.PL so that we no longer have to
manually add to the Makefile.PL all the files that end up in the
"vue/dist" folder.
Instead, we dynamically generate the files, and then copy them over
to the build target.

0. Apply all patches
1. Setup intall target
sudo mkdir /opt/koha
sudo chown kohadev-koha /opt/koha

called as the first step of the "all" target. This means
that CSS and JS files get compiled every time "make" is
called.

be re-run at install time.)

The purpose of this script was to load the relevant Koha lib for the
different scripts (installation, cronjob, CLI, etc.)
However it is not used consistently and we prefer to rely on PERL5LIB.
From bug 28617 comment 6 from Galen:
"""
Time marches on, and one of the motivations for having kohalib.pl - making
it possible to install Koha without setting a single environment variable -
has been obviated by the vast improvements in the ease of installing Koha.
Consequently, I think kohalib.pl can go away.

This patch adds a .perlcriticrc (copied from qa-test-tools) and fixes
almost all perlcrictic violations according to this .perlcriticrc
The remaining violations are silenced out by appending a '## no critic'
to the offending lines. They can still be seen by using the --force
option of perlcritic
This patch also modify t/00-testcritic.t to check all Perl files using
the new .perlcriticrc.
I'm not sure if this test script is still useful as it is now equivalent
to `perlcritic --quiet .` and it looks like it is much slower
(approximatively 5 times slower on my machine)
Test plan:
1. Run `perlcritic --quiet .` from the root directory. It should output
nothing
2. Run `perlcritic --quiet --force .`. It should output 7 errors (6
StringyEval, 1 BarewordFileHandles)
3. Run `TEST_QA=1 prove t/00-testcritic.t`
4. Read the patch. Check that all changes make sense and do not
introduce undesired behaviour

According to the list of two-letter language codes found in ISO 639-1
(https://en.wikipedia.org/wiki/List_of_ISO_639-1_codes), the correct
Zebra language option for Greek should be 'el', not 'gr'.
This patch fixes that.
Test plan:
0) Apply the patch.
1) Confirm that 'gr' has been changed to 'el' in all relevant files.
2) Create a new Koha instance using `koha-create --zebralang el testinst1`.
3) Edit /etc/koha/koha-sites.conf and set ZEBRA_LANGUAGE to 'el'. Then,
create another Koha instance with `koha-create testinst2`.
4) Confirm that both instances created in steps 2) and 3) have picked up
the Zebra CHR file from the /etc/koha/zebradb/lang_defs/el/ directory.
This is done by inspecting the value of 'profilePath' in these files:
/etc/koha/sites/testinst{1,2}/zebra-authorities-dom.cfg
/etc/koha/sites/testinst{1,2}/zebra-biblios-dom.cfg
