There is no fallback to the "default" language if there is no
language-specific template for the lang of the patron.
I am not really sure why we are not using GetPreparredLetter here (which
defaults), but this needs to be backported into all stable branches and
so as small as possible.

Currently the connexion daemon does not utilize the user and password passed in the requests, it expects a
user and password to be defined in the config file and for that user to be a valid Koha user with
cataloging permissions.
With that user in place all requests to the daemon are authorized.
As the connections are over TCP we allow defining a new connexion user and password to protect Koha account information.
If not defined current behaviour is preserved. Connexion user and password must both be set it either is set.
Sample config file:

10 - Uncomment the user and restart

For each subfield added, we check if other subfields exists in the same
field. If that's the case we use the same tab as the first subfield
found.
Test plan:
1. Find a biblio subfield in
misc/migration_tools/ifla/data/biblio/default.yml that doesn't exist
in your default biblio MARC framework (or delete one). The field
should exist and have other subfields with a tab set.
2. Change the tab of all subfields within that field it's different from
what's in the .yml file
3. Run misc/migration_tools/ifla/update.pl
4. Verify that the subfield has been added and have the same tab as
others subfields
5. Do the same for authorities (files are in
misc/migration_tools/ifla/data/auth/)

If the script misc/import_patrons.pl is run without "--confirm" it reports
that it is "running in dry-run mode" but it is not!
Test Plan:
1) Import a CSV of patrons using import_patrons.pm *without* the --confirm parameter
2) Note that it does actually import the patrons
3) Apply this patch
4) Note that this time the patrons are not actually imported
5) Import again with --confirm
6) Note that the patrons were actually imported this time!

This patch removes the double ups in the perldoc of the above file,
deleting the less clear double ups. The missing "-c" in OPTIONS
appears to have been fixed in an earlier patch (it is there
already).
Task Plan:
1. Run perldoc misc/cronjobs/advance_notices.pl in the terminal. Note
the double ups of NAME, SYNOPSIS, and DESCRIPTION
2. Apply the patch
3. Run the command again. The double ups should be gone, with the more
clear version of each of NAME, SYNOPSIS, and DESCRIPTION remaining.

This script ensure that no sysprefs have been changed directly in the database and/or
that the cache has not become corrupted. We have occasionally seen this happen on production sites
To test:
1 - In the staff interface go to Administration
2 - Search for system preference 'IntranetUserJS'
3 - Add content to the syspref:
console.log('Hi!');
4 - On the command line launch mysql
sudo koha-mysql kohadev
5 - Alter the syspref directly
UPDATE systempreferences SET value = "console.log('Bye!');" WHERE variable = 'IntranetUserJS';
6 - run the script
perl misc/maintenance/check_syspref_cache.pl
7 - You are warned about the altered system preference

Bug 19014 altered CanBookBeRenewed to return (auto_)too_soon over on_reserve
For cron purposes this is the correct behaviour.
For display purposes we wish to see on_reserve over too_soon
This patchset adds a switch to 'CanBookBeRenewed' to alter the priority of these statuses
To test:
1 - set NoRenewalBeforePrecision to date only
2 - set a circ rule to auto-renewal=yes, no renewal before=0, checkout period to 7 days
3 - check item out
4 - confirm item shows Scheduled For Automatic Renewal in issues table
5 - place a hold on the item for another patron
6 - reload issues table for patron 1, confirm checkout still shows "scheduled for automatic renewal" rather than "on hold"
7 - change No Renewal Before value to 7
8 - reload issues table for patron 1, confirm checkout now shows "on hold"
9 - Apply patch
10 - restart_all
11 - Reload the issues table - confirm 'on_hold' still shows
12 - Change No Renewal Before to 0
13 - Refresh issues table, still shows 'On hold'
14 - perl misc/cronjobs/automatic_renewals.pl -v
15 - Result shows 'auto_too_soon'
16 - prove -v t/db_dependent/Circulation.t

This patch sets the UTF8 encoding for output of overdue_notices.pl when
outputting to txt.
To test:

1/ Create ODUE text with utf8 encoded characters, chinese characters, umlauts etc

With German umlauts on my system the editor still showed the
characters correctly (probably guessing the right encoding).
Using Chinese made the problem visible.

This patch removes the use of AddAuthority with a non-empty
authid argument, since that triggers an update rather than an insert.
In practice, the update also fails, but the error isn't raised,
as the database connection doesn't have RaiseError set.
Test plan:
1) Do not apply patch
2) Try to bulkmarcimport an authority file with a 001
3) Observe that the script reports success but no authority is added
4) Apply the path
5) Try to bulkmarcimport an authority file with a 001
6) Observe that the script reports success and the authority is added

This script does not pass the patron's preferred lang for notices.
Test plan:
Enable TranslateNotices
Create a patron with a preferred lang for notices != default
Translate ODUE for this language
Setup the overdue notices for this patron's category
Check an item out for this patron (select the correct due date to
trigger the notice)
Run the script overdue_notices.pl
Check the message_queue table and confirm that the notice enqueued is
translated
