Rather than excluding the entire about.tt files from codespell scanning,
annotate only the specific lines containing the proper noun "Provence"
(SAN-Ouest Provence, a French library co-operative and Koha sponsor) with
an inline TT comment that codespell recognises as a per-line ignore.
This lets codespell continue to check the rest of each file for genuine
spelling mistakes, while still catching accidental "Provence" for
"Province" in any other template not carrying this annotation.
Replaces the file-level exceptions added to Koha::Devel::Files in
favour of the more surgical inline approach.
Test plan:
1. Apply patch
2. Verify "Provence" on the annotated lines produces no codespell output:
codespell -d --ignore-words .codespell-ignore \
koha-tmpl/intranet-tmpl/prog/en/modules/about.tt
=> no output
3. Verify the rest of about.tt is still checked by introducing a
deliberate typo elsewhere in the file and confirming codespell flags it
4. prove xt/author/codespell.t
=> All tests pass

This patch adds aria-disabled and tabindex = -1 to a breadcrumb, if it
is the current page. This aids in accesssibility, and is generally good
practice.
== TO TEST: ==
a) Visit any page on the OPAC, and inspect the breadcrumb pertinent to
the current page
*) Notice the lack of aria-disabled and tabindex on the inspected
element
== APPLY PATCH ==
b) repeat step a
*) Notice how there is now an aria-disabled and tabindex = -1
*) Notice you cannot tab on to the final breadcrumb anymore
c) Ensure other breadcrumbs are unaffected and still work as links

This patch updates the OPAC and staff interface to use Bootstrap 5.
Bootstrap CSS assets are now pulled from node_modules and compiled into
staff-global.css and opac.css at build time. This update lays the
foundations of some other chnages, especially the addition of a dark
mode in the future.
Hundreds of templates have been updated, mostly with updates to the grid
markup. Most of the responsive behavior is still the same with the
exception of improved flexibility of headers and footers in both the
OPAC and staff interface.
The other most common change is to add a new "namespace" to data
attributes used by Bootstrap, e.g. "data-bs-target" or "data-bs-toggle".
Modal markup has also been updated everywhere. Other common changes:
dropdown button markup, alert markup (we now use Bootstrap's "alert
alert-warning" and "alert alert-info" instead of our old "dialog alert"
and "dialog info").
Bootstrap 5 now uses CSS variables which we can override in our own
'_variables.scss' (in both the OPAC and staff) to accomplish a lot of
the style overrides which we previously put in staff-global.scss.

This patch tries to clarify the tests a little and expand their
coverage whilst also adding some defualt translated includes to the test
area and mocking the config to allow the tests to run without installing
translations.
