- cleanup_database.pl: rewrite DeleteSpecialHolidays to purge the new
library_single_closures and library_closure_exceptions tables via their
Koha::Objects classes (was querying the dropped special_holidays table).
- kohastructure.sql: fix the comment header above library_repeating_closures
that still referred to repeatable_holidays.
- C4::Overdues: drop the dead GetSpecialHolidays / GetRepeatableHolidays /
GetWdayFromItemnumber routines (unreferenced, exported nowhere) that still
queried the dropped special_holidays / repeatable_holidays tables, along
with the now-unused Date::Calc and Date::Manip imports.

Replace the two overloaded tables (repeatable_holidays, special_holidays)
with four purpose-specific tables:
- library_weekly_closures: weekly closed days (e.g. every Sunday)
- library_repeating_closures: annual repeating closures (e.g. Dec 25)
- library_single_closures: one-off closures with a DATE column
- library_closure_exceptions: open overrides with a DATE column
All use library_id FK and follow current community standards. It points to API
usage in a short term so it follows the API naming conventions.

This patch adds the data migration for overduerules to circulation
rules.
We attempt to create the default rules based on most commonly occuring
rule values and then add overrides for all other rule values we find.

This patch adds a custom aj_field_template to the sip accounts
This allows libraries to specify a template for the title (AJ) field in sip
messages
The template allows using item and biblio fields (item provides access to biblio. but we pass
both in order to makes the templates simpler
To test:
1 - Install patches
2 - updatedatabase, yarn build, restart_all
3 - Setup a sip account, KTD already has a sip patron, term1, you can use that
don't add the aj_field_template yet
4 - Find or create a biblio with 245a and 245b like 245$aTitle : $bSubtitle and add item with TESTBARCODE
5 - From the command line:
perl misc/sip_cli_emulator.pl -su term1 -sp term1 -l CPL -t CR -a localhost -p 6001 -m item_information --item TESTBARCODE
6 - Confirm AJ field shows "Title :" as expected
7 - Edit sip account, set aj_field_template to:
[% biblio.title %] [% biblio.subtitle %] [% item.barcode %]
8 - Repeat the sip test
9 - Confirm you get the response like:
Title : Subtitle TESTBARCODE

This patch adds a new TEXT field 'servicing_instruction' to the aqorders
table to store EDIFACT servicing instructions (GIR LVT/LVC segments) as JSON.
The field stores an array of instruction groups, where each group is an
array of instruction objects with 'type' (LVC or LVT) and 'value' fields.
Structure: [[{type:"LVC",value:"BB"},{type:"LVT",value:"text"}],[...]]
This allows for:
- Multiple servicing instruction groups per order line
- Combinations of coded (LVC) and free-text (LVT) instructions
- Instructions that work together in groups
Also adds EDIFACT_SI authorized value category with EDItEUR List 3B
servicing instruction codes for coded (LVC) instructions.
Test plan:
1. Run database update
2. Verify aqorders.servicing_instruction field exists
3. Verify EDIFACT_SI authorized value category is created
4. Verify authorized values include codes like BB, BI, etc.

Adds an optional invoicenumber column to edifact_errors so that errors
generated during invoice processing can be associated with the specific
invoice they relate to, rather than only the EDI message as a whole.
Message-level errors (e.g. unmatched vendor EAN) leave invoicenumber
NULL, indicating they apply to the whole file.

The migration from SIPconfig.xml to the database ( bug 37893 ) leaves
holds_get_captured NULL for any account that didn't define it in the
config file. At SIP checkin an unset holds_get_captured defaults to
on, but the REST API returns NULL boolean columns as false, so the
SIP account editor shows "No" selected. Saving the account without
touching the option then stores 0 and holds are no longer captured
at SIP checkin.
This patch changes the column default to 1 and sets existing NULL
values to 1 so the stored value matches the actual checkin behavior.
Test Plan:
1) If you have no SIP accounts, create one
2) Simulate an account migrated from a SIPconfig.xml that doesn't define holds_get_captured:
UPDATE sip_accounts SET holds_get_captured = NULL;
3) Edit the account, note "Holds get captured" shows "No" even though
holds *are* captured at SIP checkin while the value is unset
4) Apply this patch
5) Run updatedatabase.pl
6) SELECT login_id, holds_get_captured FROM sip_accounts;
7) Note holds_get_captured is now 1!
8) Edit the account again, note "Yes" is now selected for "Holds get captured"!

Adds groundwork for a time-bounded local holds exclusivity feature:
- Adds a local_holdgroup_match flag (tinyint, default 0) to both
hold_fill_targets (consulted by CheckReserves/_Findgroupreserve at
checkin) and tmp_holdsqueue (so queue/pull-list reports can display
it). The flag will be set by the queue builder when a local-group
match is made.
- Adds a new system preference LocalHoldsPriorityExclusivityPeriod
(Integer, default 0 = disabled) specifying the number of days from
hold creation during which only locally-targeted items may fill a
hold with a local queue target.
- Provides an atomicupdate that guards both ALTERs with column_exists
and INSERT IGNOREs the new syspref.
Test plan:
1. Apply atomicupdate: perl installer/data/mysql/updatedatabase.pl
2. Verify both columns exist:
SHOW COLUMNS FROM hold_fill_targets LIKE 'local%';
SHOW COLUMNS FROM tmp_holdsqueue LIKE 'local%';
3. Verify syspref row:
SELECT variable, value FROM systempreferences
WHERE variable = 'LocalHoldsPriorityExclusivityPeriod';
4. Confirm default value is 0 and type is Integer.

This patch implements the library_limit concept for Report/Reports. Staff with the correct permission and superlibrarians can set libaries to which the report should be visible, if the system preference is enabled.
Test plan:
Confirm Initial Settings
1. Log in to Koha staff with username: koha and password: koha and set your library as Centerville if it's not already.
2. Visit the Saved reports page, and create and save three reports: Report 1, Report 2, and Report 3. The SQL query for each report doesn't matter, it should just be something valid.
3. Visit the Patrons page and create two staff users: StaffReportLimitUser and StaffNoLimitPermission. Set their home libraries to Centerville and Fairfield, respectively.
4. Under Allow access to the reports module, ensure both users have report management permissions for Create, Delete, Execute.
Verify Patch Settings
5. Apply the patch and restart services. If using Koha Testing Docker (KTD): from the Koha repo directory, apply the patch (e.g. `git bz apply 16631`, or check out the patched branch with `git fetch && git checkout <branch>`), then run `ktd --shell` to enter the KTD shell and run `restart_all`. If the patched branch is already checked out, just enter the KTD shell and run `restart_all`.
6. Click Patrons in the top navbar to go to the Patrons page.
7. Search for "StaffReportLimitUser" in the patron search field.
8. Click StaffReportLimitUser to edit the patron record for this user.
9. Click More -> Set permissions to access the permissions screens for the StaffReportLimitUser.

[NEW] Verify library limits are auto-assigned and preserved correctly for non-permissioned users
76. Still logged in as StaffNoLimitPermission (Fairfield) from the previous section. Go to Saved reports and click New report. Enter "Limit Auto-Assign Test" as the report name and SELECT 1 as the SQL. Confirm there is no Library limitations select box visible on the form. Click Save.
77. Go back to Saved reports. Click Edit for Report 2 (limited to Fairfield). Add `-- test` as a trailing SQL comment and click Update SQL. This simulates a non-permissioned user saving an existing report that already has limits.
78. Go back to Saved reports. Click Edit for Report 3 (no library limits). Add `-- test` as a trailing SQL comment and click Update SQL. This simulates a non-permissioned user saving an existing report that has no limits.
79. Log out and log back in as StaffReportLimitUser (Centerville, has manage_report_limits).
80. Go to Saved reports. Use Show all reports if needed. Find "Limit Auto-Assign Test" and click Edit. Confirm the Library limitations select box shows Fairfield as the only selected library — the report was automatically limited to the creator's home library on create.
81. Find Report 2 and click Edit. Confirm the Library limitations select box still shows only Fairfield — the existing limit was preserved when the non-permissioned user saved the report.
82. Find Report 3 and click Edit. Confirm the Library limitations select box is empty — no limits were introduced when the non-permissioned user saved a report that had no existing limits.
Verify limited reports are not visible to users without permissions
83. While still logged in as StaffReportLimitUser from step 79, copy the URL for the edit page of Report 1.
84. Log out of the StaffReportLimitUser account.
85. Log in as StaffNoLimitPermission, the user without the Manage Report Limits permission.
86. Paste the copied URL for the edit page of Report 1 into the browser and navigate to it.
87. Confirm that you see an error message that says "This report is restricted and cannot be accessed by the current user." and that the page does not load the report details.
Run Unit Tests
88. Using Koha Testing Docker, in the Koha home directory run the command: ktd --shell to start the ktd shell.
89. Run command: reset_all to drop and recreate the koha database.
90. Run command prove t/db_dependent/Koha/Reports.t to run the test.
91. This file contains the unit tests for the reports_branches table and the new subtest `library limits enforcement on save and update`, which covers auto-assignment of branch limits on create and preservation of limits on update for non-permissioned users.
92. All tests should pass.
93. Run command prove t/Koha/Auth/Permissions.t
94. Permissions unit tests in this file were updated.
95. All tests should pass.
96. Run command prove t/db_dependent/Reports/Guided.t
97. The Guided report tests were updated to account for the new library limitations and permissions.

Extends bookings.status enum to ('new', 'cancelled', 'issued', 'completed').
Migrates existing data intelligently: rows with an active checkout in the
issues table (via booking_id) are updated to 'issued'; rows whose item has
already been returned retain 'completed', which is already correct under the
new scheme where 'completed' means the booking was fully fulfilled and the
item returned.

MySQL 8.4 requires foreign keys to reference PRIMARY KEY or UNIQUE keys.
Since authorised_values.authorised_value is only unique in combination
with category (composite UNIQUE key av_uniq), the FK constraint is not
compatible with MySQL 8.4+.
Data integrity for illrequests.status_alias is maintained at the application layer:
- Koha::ILL::Request->status_alias() validates values against
authorised_values (category='ILL_STATUS_ALIAS') before storing
- All ILL request operations in Koha use this object layer
- CASCADE behaviors (ON DELETE SET NULL, ON UPDATE CASCADE) are already
handled by the application layer when modifying/deleting authorised values.
Test Plan, using KTD:
1. Prepare KTD for MySQL 8.4
- In koha-testing-docker, edit 'compose/db-mysql.yml'
- Comment out the line 5:
`# command: --default-authentication-plugin=mysql_native_password`
Note: This is required because MySQL 8.4 doesn't support the native password plugin.
2. Start a new instance with MySQL 8.4
- `DB_IMAGE=mysql:8.4 ktd up`
- Observe that it fails to start with the errors such as 'DBD::mysql::st execute failed'
3. Apply the patch
- `git bz apply 39107`
4. Start the instance again
- `DB_IMAGE=mysql:8.4 ktd up`
- Observe that it starts successfully
5. Update the database (Optional, only for existing instances)
- `perl installer/data/mysql/updatedatabase.pl`
6. Access Koha Staff and OPAC interfaces and verify that everything works as expected

This has the same goals of bug 24975 but with a different approach.
Bug 24975 tried the "POT/PO files as database tables" approach but
it appeared that is not what best fits our needs.
Instead of a "source text / translated text" mapping, we need
translations to be attached to a specific "object" (or table row), which
has the added benefit of keeping translations unaffected when the
original string changes. It may or may not be what you want but at least
this avoids the problem where fixing an error in the original string
forces users to re-translate everything.
We also need to be able to translate all translatable properties of a
particular entity.
The solution proposed here is to add a DBIC component that will add
several DBIC relations to the `localization` table:
* a relation named `localizations` that will return all translations for
all translatable properties for all languages.
* for each translatable property:
* a relation named `{$property}_localizations` that will return all
translations for a given property, for all languages
* a relation named `{$property}_localization` that will return the
translation for a given property, for the current language
To enable translations for a particular entity, we will need to:
* add two method calls in the "result class" corresponding to the
localizable object type
* in the admin interface, add a link to the the translation popup.
Unlike bug 24975 there is not a page where you can translate
everything. I don't know if it is really useful (probably better to
translate itemtypes when you are on the itemtype page). It can be
added later if needed.
To give an example, this is what needs to be added manually in
Koha/Schema/Result/Itemtype.pm:
__PACKAGE__->load_components('+Koha::DBIx::Class::Localization');
__PACKAGE__->localization_add_relationships(
'itemtype', # the PK column
'description' # a list of translatable columns
);
(see POD in Koha/Schema/Component/Localization.pm for more information)
Final notes:
* I wanted this patch to have as few changes as possible so I kept
methods like `search_with_localization`, `children_with_localization`
even if I believe they can be removed (replaced by search/children)
Localizations do not need to be prefetched/joined unless you want to
sort on them.
For the same reason, $itemtype->unblessed now always return a
`translated_description` key.
This can be fixed in followup patches
* There is cache involved (see
Koha::Schema::Component::Localization::localization).
Localizations in cache are grouped by object type and language (keys
look like 'KOHA:localization:Itemtype:en')
* By keeping a single table for all translations of all entities, we
cannot have data integrity at the RDBMS level, but automatic deletion
of translations is handled by the DBIC `cascade_delete` feature, so
integrity should be fine as long as no raw SQL update/delete operation
is involved.

- Add order_by => ['name'] to record_sources fetch in marc-overlay-rules.pl
so filter dropdown options are consistently sorted
- Add COMMENT to record_sources.is_system column in kohastructure.sql
to match convention of other columns in that table
- Remove commented-out Data::Dumper debug lines from biblios.t
- Remove redundant explicit object deletes inside subtests that are
already wrapped in txn_rollback; the rollback undoes them anyway

This changes the structure of record source with an is_system column which controls whether this value can be deleted.
Also predefined values are inserted to reflect the default hard coded values from 'Record overlay rules' sources
