Adds DBIC relationship aliases so that +count embeds advertised in
the API specs are backed by actual database relationships, making
them sortable via the SQL COUNT subquery infrastructure.
New aliases:
- Borrower: checkouts (issues)
- Aqbookseller: baskets (aqbaskets), invoices (aqinvoices)
- Ticket: updates (ticket_updates)
- ErmEholdingsPackage: resources (erm_eholdings_resources)
- Biblio: holds (reserves)
Koha methods are updated to use the new relationship names directly,
following the one-liner style: Koha::Foo->_new_from_dbic( scalar ... )
Note: checkouts on Borrower and subscriptions on Aqbookseller already
had matching DBIC relationships. comments on Illrequest, requests on
IllBatch, and items on Biblio also already existed.
Test plan:
1. Apply patch
2. Run:
$ ktd --shell
k$ prove t/Koha/REST/Plugin/Query.t \
t/db_dependent/api/v1/patrons.t \
t/db_dependent/api/v1/acquisitions_vendors.t \
t/db_dependent/Koha/REST/Plugin/Objects.t \
t/db_dependent/Koha/Biblio.t
=> SUCCESS: All tests pass
3. Verify sorting works:
GET /api/v1/patrons
x-koha-embed: checkouts+count
_order_by: -me.checkouts_count
=> SUCCESS: Patrons sorted by checkout count

We do two things here..
* We're making the improvement to C4::Letters that sets librarian to a
patron object more resilient by testing for the userenv first.
* We correct the logic in Koha::Ticket such that we always store changes
when there's a ticket update

This patch adds a new notice trigger to allow notifying assigned staff
that they have been assigned a new catalog concern to action.
Test plan
1) Enable catalog concerns (either via staff or opac interfaces)
2) Report a new concern (either via staff or opac interfaces)
3) As a staff user, assign the concern to another staff user
4) Check that the new 'TICKET_ASSIGNED' notice has be queued for that
staff user.
5) Re-assign the catalog concern to yourself
6) Note that you do not see a 'TICKET_ASSIGNED@ notice queued as you
self-assigned.

Without the public_read_list to define which fields should be accessible
from the public endpoints we will always return a 500 from the API on
otherwise successfull additions of tickets via the OPAC.
Test plan
1) Enable OPACCatalogConcerns
2) Login to the OPAC and "Report a concern"
3) Note the error message in the UI "There was an error when submitting
your concern, please contact a librarian."
4) Confirm that the concern is actually created regardless
5) Apply the patch here and restart plack
6) Submit another 'Report a concern' and now note the success message
"Your concern was successfully submitted."

This patch adds support for cross-synced ticket.assignee_id updates.
The API allows you to set assignee directly on a ticket or via a
ticket_update. In both cases we store a ticket_update with the fine
details of when and who set the assigee.

This patch adds resolution types to the catalog concerns feature. It
allows libraries to define a list of 'TICKET_RESOLUTION' authorized
values from which librarians can then pick at the point of resolving a
catalog concern.
To test:
1) Apply the patches and run the database updates
2) Enable catalog concerns (staff or opac will do the trick)
3) Submit a catalog concern
4) Confirm that you can still resolve a concern from the catalog
concerns management page as before.
5) Add some values to the new TICKET_RESOLUTION authorized values
6) Submit a new catalog concern
7) Confirm that the 'Resolve' button in the management modal is now a
dropdown containing the list of resolution values defined above.

This patch adds an optional cataloger notification to email the
cataloging team whenever a new catalog concern is reported.
Test plan
1) Enable `OpacCatalogConcerns`
2) Add at least one email address to the new `CatalogerEmails`
prefernce (a comma delimited list is also allowed).
3) Confirm that a default template has been added to the Notices
management, `TICKET_NOTIFY`.
4) Submit a new concern using the OPAC
5) Confirm that an email is sent to those email addresses listed in
CatalogerEmails.

This patch adds an acknowledgement notice that will be sent to the opac
user upon submission of a catalog concern report.
Test plan
1) Confirm that a new notice template is added to the notices management
page.
2) If using a sandbox, check the 'email log' from the management UI to
see the resultant notice has been 'sent'
