Subject: [PATCH] Bug 42937: Remove unneeded flag in 00-strict.t

$Test::Strict::TEST_STRICT = 0 is only set for all_perl_files_ok
It's no longer used since bug 42126

Test plan:
prove t/db_dependent/00-strict.t
should still return green

Remove a use Modern::Perl for mainpage.pl
=> Should still return green
