Bug 40645: Prevent 'rows' class fieldset from floating

To test:
1 - In the staff client do a search
2 - Select all results
3 - Add to list -> new list
4 - Scroll down, list name field is cut off
5 - Apply patch
6 - Close the list window and add to list again
7 - List name field is now visible
