Bug 41540: Updated description for system preferences for staffShibOnly 

Test Plan:
1. Apply Patch, go to the staff client
2. Navigate to the Administration
3. Search for staffShibOnly within System Preferences
4. Check that the description properly displays the right information
   "staff to log in by means other than Shibboleth"
