Bug 40469: Reword anonymous_refund permission desciption 

To test:
1 - apply patch
2 - make sure registers are enabled in system preferences so the permission shows
3 - find a patron, set permissions
4 - confirm the permission reads "Pefform refunds of point of sale transactions."
