Bug 41614: available options template params also needed for op=list 

Test plan, before applying patch:
1) Visit additional contents for HTML customizations:
<staff_url>/cgi-bin/koha/tools/additional-contents.pl?category=html_customizations
2) Click the left side 'Display location' filter. No options show under OPAC or Staff interface
3) Apply patch, restart plack, refresh. All options should now show (and working filter as expected) under OPAC and Staff interface
